Broadband Provider License
At present the Principality of New Utopia has over 3,800 charter citizens, who have demonstrated a desire to become residents. The total number of permanent residents for the Principality of New Utopia is expected to grow quickly. If the Cayman Islands, which are nearby, are any indication, we should expect the number of visitors to the Principality of New Utopia to be in the neighbourhood of 1,000,000 people per year. These people will be staying in the many hotels that are to be built in the area, or renting timeshares that will also provide a growing customer base for these types of communications services.
Scientists and researchers will be encouraged to come to New Utopia, and will have the freedom to do what they do best, without political or religious intervention. New Utopia will become a net exporter of technology of every kind and will have the highest standard of living in the world.
One of the first needs that must be filled in the Principality of New Utopia, for our ultimate success, is the need to provide a means for people to go there. This will of course require the building of the Airport and related structures. (See photo album).
From the very start there will be a demand for communications. Without an installed base of clients, the build -out of such a system must be in increments. Such is available at this time in the form of (MMDS) or Multipoint Multi-channel Distribution Service. This technology is also called Broadband Wireless Cable and Internet Services. The airport, of course, due to its size and required height above the waterline, is also a perfect site for the placement of this type of system antenna base and operations centre.
The licensing required to operate such a system must be arranged prior to the construction of the airport, to make available the space required to operate the centre in the design plan of the airport. The RF spectrum is wide open at this time in the Principality of New Utopia so we can allow the operator of such a system a free choice of the available spectrum to operate their system. This would be included in the sale of the license for operation of the (MMDS) system.
The spectrum allocation for the Principality of New Utopia is expected to follow the international standards for spectrum use. A chart of the most likely spectrum of operations for the (MMDS) system in shown below:
A choice of spectrum for the initial licensee will allow the potential service providers to use existing equipment and not require a build-out in a spectrum that might have a shortage of available equipment. For instance, an operation that might have failed due to the encroachment of 750 MHz standard cable in what was once only a rural customer base. The mothballed system can find new life as initial communications backbone in the Principality of New Utopia.
Companies that operate successful operations in various parts of the world and in the United States might find the virgin territory of the Principality of New Utopia as an ideal location to test cutting edge new transmission equipment that has not yet been authorized for use in their given area of current operations.
It would be advantageous for these types of companies, in the opinion of the Minister of Science & Technology for New Utopia, to operate equipment not currently allowed in other jurisdictions, in order to field prove the technology in what is expected to become an area of rapid development.
What is being offered is a license to operate an MMDS system as a combined broadband communications solutions provider. The license will be for a fixed point transmission system with no more than 100 miles of signal propagation within the spectrum shown above, at the choice and mutually acceptable agreement of the Principality of New Utopia and the winning bidder. The license will include the call sign allocation for the system, and at a specific geographic point for operations to be chosen in mutual agreement with the parties to the agreement. The license to operate the system and the license for the chosen spectrum allocation will be included in the auction.
The license will be for 20 years starting on Jan 1 and will be the only one allowed for the period of the license within the operating spectrum chosen for the agreement. Waivers for an earlier start of operations for the purpose of testing the system may be obtained from the Principality of New Utopia at no additional cost.
This offer will be extended to any company or private individuals who have current MMDS operation in any other jurisdiction in the world, so long as they can demonstrate the required expertise and financial and physical ability to operate such a system within the Principality of New Utopia.
The MMDS system operator may use the bandwidth for any of the accepted uses outlined in the license for operations and will include Wireless Cable TV, High Speed Internet, VOIP Phone Services, Digital 2 way video conferencing services and Experimental Services.
